The III Annual Congress "Investments in the construction of yacht clubs" was held in Moscow.

The congress organizer, the Investments in Construction magazine, closely monitors the dynamics of the development of this specific business in Russia, the relevance and investment attractiveness of which is only increasing every year, despite the legislative and technical difficulties that anyone who wants to build a marina in the waters of Russia and neighboring countries faces. .

There are no official statistics on how many yacht clubs exist in Russia yet. According to the calculations of various agencies and companies, there are about 30 of them in the Moscow region, the yachting infrastructure in St. Petersburg is relatively developed, and with the help of the Silver Ring of Russia program being implemented today, a new impetus will be given to its development. There are yacht clubs in Nizhny Novgorod, Voronezh and other Russian cities. So far, the state of the yacht infrastructure on the Black Sea coast remains deplorable. There are predominantly conditionally equipped yacht ports with a total number of mooring places no more than 150. However, it is obvious that this situation may change in the next few years. Dmitry Romashov, press secretary of the Russian Sailing Federation, was one of the first to make a speech. He told the participants about the bill being prepared in the depths of the Federation, according to which each yacht club will be obliged to open children's sections, libraries and cinema halls on its territory. He noted that each yacht club should be a cultural center and, referring to the age-old tradition of yacht clubs, outlined the need to develop their aesthetic and social role. In this issue, he highlighted several aspects: firstly, the yacht club should be a place where the younger generation will not only learn sailing, but also, thanks to the whole atmosphere of the club, which implies respect for maritime traditions, will join the spirit of camaraderie and high moral principles. Secondly, each yacht club can and even must become a place of cultural, business and friendly communication between people who are united by love for yachts.

The next speaker, Vladimir Abdulaev, chief engineer of the NovomorNIIproekt Institute (Novorossiysk), spoke about one of the most promising regions of Russia for the construction of yacht clubs - the Krasnodar Territory. There is an acute shortage of parking places for yachts and boats. According to Abdulaev, it is necessary to create a network of high-class marinas in the region within a day's sailing distance from each other. He told potential investors about the climatic and natural features of the Black Sea coast. He named a list of necessary sections of the design documentation required to begin construction in this region. And, naturally, he touched upon the sore subject of approvals and requirements for marina builders from government agencies and gave practical explanations to the Russian Government Decree of December 30, 2007 No. 881 “On the procedure for approving standards for permissible impacts on water bodies.” It was interesting and useful for the guests of the congress to hear comments on the problems of registering land plots in the form of a newly formed (created by reclamation or filling) territory.

The subject of effective yacht club management was discussed by Bostian Véronique, CEO of the French company Seatizenpro, which supplies effective electronic solutions for managing yacht club infrastructure in the best marinas in the world. He noted the following trend: in recent years, on the European coast it has finally become clear: berths and ship storage areas are only a platform for the development of an integral micro-system of resort recreation, and this system extends much beyond the shore marina. Today, yacht clubs in Europe receive the main profit from the recreational component (bars, restaurants, hotels, saunas, rentals, etc.). On average, it brings in 60 % of profit. 30-40 % profit comes from renting out parking spaces for yachts and boats. The growing need for a return on investment in marina construction, coupled with rapid changes in the communications technology market, has opened the door to the emergence of a new type of marina - marinas that are not just berths, but large resort projects. In this regard, one of the key problems has become the connection and integration of multiple control systems into one. It is the development of such systems that the company “Seatizenpro” is engaged in. Marinas equipped with such modern controls bring many times more profit than marinas managed the old fashioned way, Mr. Veronique concluded.

The next speakers, who spoke one after another, Sergey Ostroverkhy, Regional Sales Director of Astra Marinas Group and Alexander Valkov, founder of PlasticCO LLC, spoke about global trends and modern marina construction technologies. Thus, potential investors got acquainted with two views on this issue. On the one hand, they heard the opinion and got acquainted with the technical solutions for the construction of marinas, which were given by the representative of a large international company, Mr. Ostroverkhsky (Astra Marinas Group combines the companies Astra Project, Marinetek Russia, Astra Stroy and Astra Trade) On the other hand, a Ukrainian company, established in 2006 and today one of the leaders in the production of modern mooring systems in the CIS, offered its own technical solutions.

Olga Gradova, Senior Associate at Padva & Epshtein Legal Bureau, spoke about the problem of developing water filling stations in Russia, which is hindered by gaps in legislation. Abroad, a filling station for a small fleet is a very ordinary phenomenon. In our country, they still exist in very small quantities. The main problems in launching filling stations are licensing activities, requirements for personnel, and directly for the operation of a filling station (refueling, loading, unloading, etc.). The owner of the gas station needs to obtain a number of licenses, for example, for the handling of hazardous waste in inland waterway transport. The requirements for such activities are not directly adapted for the operation of a refueling complex for a small fleet. Such a license is now easily obtained only by bunkering stations that carry out refueling at specialized berths in ports. It is almost impossible for the owner of refueling on the water of small boats to obtain such a license.

Vladimir Abdulaev, Chief Engineer of the NovomorNIIproekt Institute, expressed his opinion on the issue of participation in financing the construction of state yacht clubs. He spoke about the fact that abroad the state is required to participate in financing the construction of yacht clubs. Thus, in particular, the construction of expensive hydraulic structures is carried out at the expense of the state. Entrepreneurs are supported in providing all kinds of benefits, especially land benefits. For the creators of yacht clubs, the allocation of a land plot is simplified, the necessary sections of project documentation are reduced. Russia needs to be guided by this positive experience of interaction between the state and marina builders. Also, according to the speaker, in our country it is necessary to adopt European standards for equipping marinas with fuel stations, to reduce the requirements of the regulatory framework to a reasonable minimum.
